Human Capital for the Use of Big Data in the Russian Federation

Abstract In the paper, a framework and a set of indicators developed for monitoring human capital as a factor influencing the production, use, and impact of big data technologies have been presented. The framework has included indicators characterizing both the available human capital for operating with big data and its production system. Methods of measuring human capital monitoring indicators have been proposed and the results of measuring available indicators have been provided.
