Bioeconomy: from a national project to industrial development

National projects, which have been developed since 2018, are recognized as the most important key areas of socio economic development of our country. Project management, which underpins the idea of national projects, and its advantages are examined. Targeted financing of development areas (target financing) is identified as one of the most important; it is precisely this that makes it possible to accurately and objectively link investments and the results of a national project. In the process of implementing national projects, some typical problems inherent in all projects have been identified (the main ones are the unjustified effectiveness of project implementation, the lack of clarity regarding priorities, and the shortcomings of the methods used to formulate and implement projects). The content and goals of the national project “Technological Support for Bioeconomy,” often referred to as the national bioeconomy project, as well as its main programs, are examined in detail. It has been proposed to “justify” the use of the prefix “bio” (in bioeconomy) by the use of a new type of capital in biotechnological production processes, which is called microbiological capital and involves the use of working microorganisms. It has been revealed that bioeconomics has historically been formed on the basis of the microbiological industry, which currently needs to be revived. The microbiological industry includes various industries for medical, pharmaceutical, food, environmental, and agricultural purposes, but the production of feed microbial protein has always been recognized as the main one. The need has been analyzed It was revealed that currently it is satisfied by only 10% in the feed microbial protein, while there is a potential for its production using various types of raw materials. The forecast for the production of feed microbial protein, carried out before the liquidation of the microbiological industry, was compared with the current production volumes – the figures are not comparable, but they confirm the significant prospects for the industrial development of the bioeconomy (in the production of feed microbial protein). The problems of the industrial development of the bioeconomy (white bioeconomy) are considered.
