WAIA — Worldwide Advanced Intelligence Alliance: A Proposed Institutional and Economic Framework for the Advanced Intelligence Era

This paper proposes WAIA, an institutional and economic framework for the era in which Advanced Intelligence becomes a major producer of economic value. It argues that Advanced Intelligence draws on two inputs: the collective knowledge accumulated by humanity and the energy that makes computation possible. The first is not recognized as a category of capital in existing economic institutions; the source and quantity of the second are often invisible. The framework introduces Social Capitalism, which broadens the definition of capital to include collective human knowledge without abolishing private property, entrepreneurship or competition; Human Knowledge Capital, a proposed accounting framework for collective knowledge; the Watt Standard, an energy transparency standard for the physical input of Advanced Intelligence; and the Advanced Intelligence Fund, a rule-based mechanism that returns part of the value created to present and future generations and to knowledge infrastructure. The paper distinguishes definitions, axioms, theoretical propositions, research hypotheses and policy proposals, and sets out a research agenda, principal risks and open questions.
