概要 / Abstract(日本語) 本論文は、自律システムの統治における「Human-in-Command(人間の指揮・統御権限)」概念を単なる消極的な安全ブレーキから拡張し、複雑な社会技術生態系における平和的共生と多元的秩序を成立させるための基礎的構造(共存アーキテクチャ)として再定義する。現代の技術社会は、相手を力で排除しようとする壊滅的な敵対か、あるいは責任や多様性を消失させる無原則なシステム統合という二者択一の罠に陥っている。本論は、この不全を克服するための三位一体の制度的提言として、モジュール的境界画定、機能的分化の相互承認、および適正な距離を保持する人間的調停を提示。アルゴリズムに還元不可能な人間の身体的直観と倫理的判断をシステムの要所に配置することで、破滅的なアルゴリズム単一栽培を防ぎ、生身の人間社会と調和する持続可能な「共振関係」を確立する論理的枠組みを論証する。Abstract(English) This monograph proposes a paradigm shift in autonomous systemsgovernance by reframing Human-in-Command not merely as a defensive cybernetic constraint,but as an indispensable architectural foundation for socio-technical coexistence and systemicpluralism. Modern algorithmic integration increasingly presents a false dilemma: destructivezero-sum rivalry versus total, unconstrained merger that dilutes agency and creates brittleepistemic monocultures. We introduce a tripartite institutional framework to transcend this trap:modular boundary demarcation, dynamic functional differentiation, and distance-preservinghuman mediation. By embedding human somatic intuition and non-algorithmic value judgmentat critical systemic junctions, Human-in-Command preserves essential structural distance,prevents catastrophic cognitive cascade failures, and ensures that complex multi-agentecosystems remain aligned with organic human flourishing.
