PROSPECTS FOR DEVELOPING INTELLIGENT DECISION SUPPORT SYSTEMS IN THE ECONOMIC ECOSYSTEM OF HIGHER EDUCATION

The paper analyses the prospects for developing intelligent decision support systems (IDSS) within the economic ecosystem of higher education — the system of interrelated relations between the state, higher education institutions, students, employers, financial institutions and IT companies. Based on international surveys, the degree of institutionalisation of AI governance in universities and the fragmentation of strategic approaches are assessed. IDSS functions matching the ecosystem actors and their decisions are systematised, and a three-layer architecture and a roadmap for the phased development of IDSS for 2026–2030 are proposed.
