CATALOGA: A Normative Minimum-Elements Model for Cryptographic Bills of Materials - Enabling Automated, Whole-Infrastructure PQC Migration

This paper proposes CATALOGA — a normative minimum-elements model for CBOM comprising nine elements (C1–C9): asset identity, algorithm and parameters, asset classification, location and provenance, system context and criticality, quantum-vulnerability classification, lifecycle and operational state, crypto-agility attributes, and relationship/deduplication identity.
