Care Responsibility, Participation and Consultation in Japanese Public Texts on Ageing

Drawing on three publicly available Japanese primary-source texts, this paper examines how these texts describe public arrangements’ responses to older people’s wishes, the efforts of those providing support, and the ways in which relevant people participate in consultation. The materials comprise Bunkyō Ward’s announcement of vaccination assistance, a Min-Iren newsletter concerning demands for compensation for care managers, and Shiwa Town’s published results of a public consultation on proposed changes to its Respect for the Aged gatherings. By comparing who provides support, the stages at which support is provided, and the reasons advanced by each party, the paper distinguishes three levels of participation: expressing wishes, obtaining the conditions needed to act on those wishes, and commenting on the relevant arrangements. The vaccination assistance announcement explains how help with appointments and travel supports individual wishes; the compensation demand emphasises the work undertaken by those providing assistance; and the material on Respect for the Aged gatherings presents differing views on whether opinions have been adequately heard. The paper argues that recognition in care needs to take the form of specific responses: examination is needed both of how the wishes of those receiving support are treated and of whether supporters’ efforts are acknowledged and relevant opinions influence arrangements.
