Realized OBBBA Crop Insurance Subsidy Increases for North Dakota
This report examines the One Big Beautiful Bill Act (OBBBA) and raised federal crop insurance premium subsidy rates beginning with the 2026 crop year, and the USDA Risk Management Agency extended the higher 80 percent rate to the Enhanced Coverage Option (ECO). Using 2026 Summary of Business records, this brief estimates the added premium subsidy North Dakota producers received in the first year of the new rates. North Dakota producers received approximately $91.6 million in added subsidy, about 9.4 percent more than the same policies would have received under the 2025 rates. More than half of the gain came through ECO and the Supplemental Coverage Option (SCO), whose sales grew sharply in 2026.
