This paper rejects this industrial-military imperative by establishing a rigorous synthesis between astrophysical thermodynamics and comparative cosmological philosophy. Scientifically, the Moon is an intrinsically passive, non-self-luminous celestial body governed by an optical albedo of approximately 0.12, maintaining a delicate, billions-year-old thermodynamic equilibrium with ambient solar flux and deep-space cryogenic vacuum (3 K). In Japanese classical cosmology, this exact physical nature is codified through the archetype of Tsukuyomi-no-Mikoto (月読命)—the enigmatic deity of the night and tidal rhythms who, unlike the active, self-luminous solar sovereign Amaterasu-Omikami, embodies pure receptive symmetry, non-interference, and reflective serenity. Through non-equilibrium thermodynamic modeling, we prove that introducing megawatt-scale artificial thermal engines (fission and fusion) into the vacuum environment of the lunar surface inevitably triggers severe local entropy inversion. Constrained by the Stefan-Boltzmann radiative law, massive heat rejection arrays will induce uncontained conductive thermal leakage across the insulating regolith, irreversibly sublimating pristine water-ice and volatile reserves held in 40 K Permanently Shadowed Regions (PSRs) like Shackleton and Cabeus craters. Legally and ethically, this constitutes "harmful contamination" under Article IX of the 1967 Outer Space Treaty. We formulate the "Tsukuyomi Protocol"—a binding legal-engineering interlock declaring the Moon a perpetual, non-nuclear celestial sanctuary, mandating passive solar architectures, and restoring cosmological harmony between technological humanity and the sacred silence of the cosmos.
