CRITICAL POLITICAL PHILOSOPHY | ACADEMIC WORKING PAPER SERIES FROM REPRESENTATIVE COLLAPSE TO DIRECT PARTICIPATORY DEMOCRACY: AI, UNIVERSAL BASIC INCOME (UBI), AND SORTITION
ABSTRACT This document analyses the structural collision between the advent of Artificial Intelligence (AI)—as a force displacing human labour—and the imperative need to implement a Universal Basic Income (UBI). It is argued that the global representative political system is fundamentally incompatible with this new socio-economic paradigm. In response to systemic corruption, clientelism, and the obsolescence of traditional powers (legislative, executive, judicial, municipal, and partisan), an unappealable transition towards direct participation is proposed. This is articulated through popular consultations, plebiscites, public forums, and the mechanism of popular election by lot (civic sortition), thereby guaranteeing demographic stability and the equitable flow of technological wealth.
