European Sawn Softwood Market in Transition: 2021–2024 Evidence and a 2025–2026 Outlook on Production, Trade Reorientation, and Distribution Pathways

This narrative market review examines the transition of the European sawn softwood market using reported 2021–2024 data, preliminary 2025 values, and a 2026 market outlook. The analysis combines the International Softwood Conference (ISC) 2025 EOS/ETTF market survey, producer and trader outlooks, Baltic market evidence, Wood from Finland Conference (WFFC) 2026 presentations, and selected peer-reviewed literature. The datasets are kept within their original geographic and product scopes and are not merged into a synthetic European total. In the ISC European country set, sawn softwood production declined from 97.7 million m3 in 2021 to a preliminary 88.3 million m3 in 2025 (−9.6%), while reported consumption declined from 82.9 to 68.6 million m3 (−17.2%). The difference between production and reported consumption increased from 14.8 to 19.7 million m3; this is treated only as a dataset-specific accounting difference, not as a trade balance, export surplus, or inventory measure. In the first half (H1) of 2025, EOS/Eurostat data showed a diversified extra-EU export structure by value, led by the United Kingdom and the United States. Baltic evidence documents post-2022 sourcing reorientation, while source-reported 2026 outlooks indicate uneven construction recovery and tighter spruce availability in parts of Central Europe. Construction-related implications are discussed only where sources explicitly address species availability, grading, processing, or building-market conditions; the available market datasets do not quantify structural-grade volumes.
