Implementing post-development value capture: institutional arrangements in London and Brainport Eindhoven
This article investigates how public authorities can implement private-sector contributions to fund urban infrastructure in already-developed areas, a form of post-development value capture. Drawing on case studies in London and the Brainport region, it applies the IAD framework to identify institutional arrangements that support collective action among private beneficiaries. Three rule bundles emerge: to overcome the game of chicken, address the free-rider problem and specify contributions. The findings point to four strategic interventions through which public authorities can stimulate and facilitate contributions, and they suggest how localised, collaborative arrangements may support broader uptake of post-development value capture.
