Alabama’s Teachers’ Bill of Rights: Initial Assessment

Alabama Act No. 2024-409, commonly known as the Alabama Teachers’ Bill of Rights (ALTBOR), was drafted in response to concerns about classroom disruption, teacher safety, and teacher retention. ALTBOR provides teachers with lawful authority to remove students for defined disruptive behavior and requires administrators to complete required procedures before a student’s return to a secondary (Grades 6-12) classroom. Drawing on document review, administrator interviews, stakeholder and legislator evidence, descriptive data, this formative policy analysis suggests that ALTBOR serves most strongly to address teacher concerns and helps in clarifying teacher authority, while efficiency and equity provisions remain uncertain because the demands, resources, and capacity of schools to implement this across the state vary widely.
