นวตกรรมทางสงคมเพอการเฝาระวง PM2.5: กลไกแบบมสวนรวมผานหลกหกโมเดล
This participatory action research investigates the management and surveillance of PM2.5 disasters in the semi-urban, semi-rural community of Lak Hok Sub-district, Pathum Thani Province. The study aimed to identify existing systemic challenges, develop a localized disaster preparedness model, and formulate actionable policy recommendations. Through in-depth interviews, focus groups, and community forums with 20 key informants, the research utilized a retrospective verification process to ensure contextual accuracy. Findings revealed that the existing top-down warning system, which relied heavily on distant central stations, failed to provide localized data interpretation, leaving vulnerable populations and a massive latent demographic unprotected. To address this, the research co-created the "Lak Hok Model," a robust social innovation prototype functioning as a community-driven surveillance mechanism coordinated by Social Practitioners. The study strongly recommends that the government urgently allocate direct funding to local authorities for establishing micro-sensor networks and officially designate PM2.5 surveillance as a core, mandated mission for Village Health Volunteers and Local Administrative Organizations.
