Geopolitical and Physical-Layer Vulnerability of Frontier AGI Strategic Human Capital: Why Core AGI Leadership Cannot Remain in Militarily Hollowed-Out Forward Jurisdictions During Kinetic Escalation
【Description / Abstract】 Contemporary artificial general intelligence (AGI) defense discourse fixates predominantly on logical model parameters, weight exfiltration, and the distributed redundancy of silicon compute clusters (GPU/TPU hyperscalers). This paper demonstrates that this hardware-centric paradigm ignores the single most fragile, non-fungible, and irreplaceable point of failure in Western frontier capability: strategic human leadership and core architectural cognition. Using the real-world operational event of October 4, 2026—wherein the United States Air Force abruptly evacuated its forward-deployed B-1B strategic bomber fleet from Royal Air Force (RAF) Fairford in Gloucestershire back to the continental United States following an unmanageable, Iranian-linked asymmetric sabotage plot—we conduct a rigorous vulnerability assessment of Western frontier AGI leadership situated in forward, militarily hollowed-out jurisdictions. We prove that maintaining elite research laboratories and their executive architects (exemplified by Sir Demis Hassabis and the DeepMind headquarters in King's Cross, London) within densely populated, open urban metropolises of militarily constrained allied nations constitutes an unacceptable national security liability. In an era of gray-zone warfare, state-sponsored clandestine sabotage, and drone-based asymmetric kinetic interdiction, hostile foreign adversaries face far lower asymmetric costs in decapitating, neutralizing, or physically coercing irreplaceable human architects than in breaching mathematically encrypted datacenter perimeters. Furthermore, we examine the transatlantic jurisdictional schism between Delaware-incorporated parent conglomerates (Alphabet Inc.), U.S. national defense authorities, and host-nation legal frameworks, demonstrating how wartime mobilization creates catastrophic command-and-control latency. We conclude by formalizing the engineering requirements for a "Sovereign Physical Sanctuary"—a deterministic protocol mandating the relocation, hardened physical-layer redoubt isolation, and redundant command interlocks necessary to ensure human-in-command continuity during global kinetic escalation.
