SCI | Fiscal Bridge Sufficiency — Systematic Evidence Mapping & Cohort-Level Test — Protocol v0.1 FROZEN

This protocol establishes the prospective methodology for the SCI Fiscal Bridge Sufficiency research programme. It examines whether the financing costs of debt-funded public investment become fiscally active before usable productive capacity and measurable economic value emerge, and whether the fiscal system can sustain that interval without exhausting relevant response margin. The protocol defines candidate timing objects — T_cost, T_capacity, T_use and T_value — and establishes prospective eligibility criteria, evidence hierarchy, cohort-level data-charting requirements, hypothesis states and falsification rules. It separates financing, execution, commissioning, usable capacity, utilisation and value capture, and explicitly avoids inferring productive success from funding, pipeline size or borrowing authority alone. The review is designed as a prospective systematic evidence mapping and scoping-review process informed by PRISMA-ScR. Search strings, databases, screening rules and operational procedures will be frozen separately before formal evidence collection begins.
