An Open Letter: The Architecture of a Data-Driven National OS and Circular Capitalism
The current global economy operates on the premise of infinite linear growth within a finite physical environment, inevitably leading to the expansion of fictional capital (speculative bubbles) disconnected from the real economy. To prevent the loss of social infrastructure and technological assets caused by catastrophic market crashes, this paper proposes a state-led "Graceful Shutdown" model, applying the systems engineering concept of "Garbage Collection" (GC) to macroeconomic policy. Specifically, it introduces a controlled liquidation process where a detection mechanism flags "meaningless speculative stock purchases" devoid of physical or informational output, allowing the central bank to use its root authority to gradually buy back and safely erase (return to the soil) these overvalued assets from the ledger. Crucially, to prevent political arbitrage and crony capitalism, the detection and liquidation algorithms are fully open-source and deterministically executed. The system dynamically optimizes itself—much like a compiler refining code execution—by feeding back new macroeconomic indicators, such as the Information Fork Rate and System Load Average, replacing obsolete metrics like GDP. During this orchestrated soft landing, the true assets of obsolete industries—technological data, operational know-how, and infrastructure—are salvaged and integrated into a state-managed, open-source data repository. The transition to a "Data-Driven Circular Capitalism"—neutralizing fictional capital back into the soil and redistributing extracted pure information resources as seeds for new creation—is the cornerstone of the next-generation National OS architecture.
