The Public AI Impact Framework: From AI Capability to Organisational Impact
The Public AI Impact Framework is a conceptual model for examining how artificial intelligence capability becomes organisational impact. It proposes organisational translation as the process through which AI capability is aligned with meaningful organisational needs, integrated into operational work, and accompanied by the adaptation of tasks, processes, roles or decision rights. The framework defines the AI Impact Gap as the distance between what AI can technically do and what an organisation is actually able to turn into measurable impact. It distinguishes between operational effects, organisational impact and, in the public sector, public value. The framework is presented as a conceptual hypothesis rather than a validated model. Concept Note v0.1 establishes the initial architecture for subsequent theoretical comparison, empirical testing and further development.
