From an Individual Speeding Citation to a Broader Enforcement Inquiry: An Evidence-Based Examination of Speed Measurement, Discovery, and Traffic Enforcement Patterns in Leyden, New York

This working paper examines traffic-enforcement patterns associated with New York State Route 12 in Lewis County, New York, with particular attention to the Town of Leyden and the Port Leyden area. The project originated from an unresolved discrepancy between an alleged speed recorded in a traffic citation and the motorist's account of the event. That discrepancy prompted a progressively broader examination of radar measurement and testing documentation, enforcement practices, officer training and experience, applicable New York law and case precedent, manufacturer guidance, historical ticketing patterns, and publicly available court data. Analysis of publicly available ticket data identified a substantial increase in recorded enforcement activity in Leyden during comparable January-August periods. Total records increased from 260 in 2024 to 455 in 2025 and 478 in 2026. Records associated with VTL §1180D increased from 50 in 2024 to 111 in 2025 and 134 in 2026. These observations establish a measurable change in recorded enforcement activity but do not, by themselves, establish its cause. The paper also evaluates case-specific discovery materials in relation to the written discovery demand, applicable evidentiary considerations, and manufacturer guidance for the identified Stalker II radar system. The discovery production is characterized as received but deficient relative to the information requested, with several evidentiary and documentation questions remaining unresolved. This is an interim working paper. It does not allege misconduct or assign motive. Its purpose is to document the evidence presently available, distinguish established facts from unresolved questions and hypotheses, and provide a reproducible framework that can be updated as additional records are obtained through pending Freedom of Information Law (FOIL) requests and other sources. The accompanying public dataset and analysis workbook document the underlying public-data calculations used in the paper. Personally identifying case materials and underlying discovery files are not included in the public dataset.
