LEGALITY-AWARE PLACEMENT OF RECOMMENDER PIPELINES UNDER LAW No. ZRU-547 "ON PERSONAL DATA"
Article 271 of Law No. ZRU-547 constrains where each stage of a recommender pipeline may execute; since March 2026 it depends on the data category. We make that category an input of an optimisation problem: each stage receives a class ρ∈{OPEN,CONDITIONAL,LOCAL}, the law becomes a legality mask, and placement becomes a constrained shortest-path problem solved by dynamic programming in O(N|L|^2 ) time. On an eight-stage example, strict localization raises the flow cost by 87.3%, the 2026 conditional regime by 70.6%, and the all-on-premises plan costs 18.6% more than the optimum; lawful export stops paying at 2.25 times the baseline price.
