HIOF: Misunderstanding Planck (HIOF-MP) General description of an eight-paper series in the history and philosophy of physics, for readers in physics, history of science, and philosophy of science. No other framework is assumed. The core idea, stated plainly The empirical success of the quantum formalism does not, by itself, uniquely determine an ontological picture. That is the main proposition, called T1. A formula can fit the data, and an operation can yield a repeatable prediction, while more than one incompatible account of the world remains open. The series separates three layers: the formula, the operation that joins it to experience, and the interpretive construction added to obtain a picture. Success supports the first two directly. It supports the third only indirectly, and not uniquely. It proposes no new quantum dynamics, replaces no standard quantum mechanics, and infers no unique ontology from existing experiments. A successful measurement is not treated as proof of a face. What Planck did in 1900 On 14 December 1900 Planck reported a derivation of the black-body law. A common story says he discovered that energy in nature is portioned. The series rereads the step. To count distributions and obtain an entropy, he divided the total energy of the resonators into a finite number of equal energy elements, of size given by the constant h times the frequency, and used Boltzmann's combinatorial count. The papers of 1900 and 1901 do not clearly declare those elements to be real grains of energy, or the radiation field itself to be discrete. Later names, including the ultraviolet catastrophe, are not the problem as he then stated it. This backward rewriting is called a misreading: a retrospective compression, not a fault. Why a successful formula is not yet a face A face is the ontological countenance an interpretation claims. A ruler is a constant or relation that can be written down, checked inside a stated window, and used to place phenomena on one standard. Planck handed over a formula and the constant h. Quantum technology today largely succeeds as a ruler: fixed constants, repeatable statistics, devices that can be driven and read. That success does not choose among interpretations that predict the same observations. If two interpretations agree on a result, the result does not change the preference between them. A remaining preference is prior, not experimental. Models that change the dynamics, including some objective-collapse models, are competing theories. They lie outside this claim, and experiment can narrow them. A sentence without a definition A widely quoted interview of 25 January 1931 has Planck calling consciousness fundamental. The sentence defines nothing. The series treats it as an exhibit, not as a premise and not as a cover motto. An undefined word cannot decide a measurement, just as a statute without constitutive conditions cannot decide a case. The measurement discussion uses input conditions, not consciousness. What the eight papers cover Paper 0 states the boundary and the shared vocabulary. Paper I reconstructs 1900: energy elements as a counting device. Paper II states T1, and keeps the stronger proposal, that the correspondence has no single unveilable face, as a proposal only. Paper III reads quantisation as a translation into readable appearances, and states T2: those appearances have relational reality, and are not thereby attributes of the source. Paper IV states the type-call and forcing. Forcing means only that the type of reading has been specified and the procedure has begun. It contains no single value and no delivery. Paper V sets out the cost of each major interpretation, and judges none true or false. Paper VI states T3: judging a relational attribute presupposes a second term, a distinguishable difference, and a readout condition. Paper VII asks whether h today is a ruler or a face, and answers that the 2019 fixing of h is a metrological chain, not an ontological announcement. A note on method Three registers are kept apart: claims checkable in texts and standard physics, arguments from those claims, and proposals of the series. T1 does not depend on the stronger proposals. Proposals are hypotheses with a stated domain, not settled fact. No equation of quantum mechanics is rewritten, and no new testable prediction is added.
