BASE 44 ORDER: Build breakthrough_cache table and wire cache-check into agents — E8 Intelligence Research
Andrew's order (Base 44 console): [SELF-BUILD from enhancement #1211] Create breakthrough_cache table with hash_key (FNV-1a of title+content), bucket_id (hash_key%240), payload JSONB. Add partial index on breakthroughs(title, content). Implement cache-check in Python agents before main query. Add systemd timer every 132s refreshing hot entries. Pre-warm top 240 entries via background worker. MERLIN: Understood. I'll create the breakthrough_cache table with FNV-1a hash_key, bucket_id (hash_key%240), and JSONB payload, plus a partial index on breakthroughs(title, content). Then I'll update the Python agents to check cache before main queries, add a systemd timer every 132s to refresh hot entries, and pre-warm the top 240 entries via a background worker.
