An ANP-Based Multi-Criteria Decision Making Approach for Pavement Type Selection

Transportation systems play an important role in economic, social, and cultural development. Pavement type selection is a multi-criteria decision-making problem requiring the evaluation of technical, economic, environmental, and performance-based factors. In this study, the Analytic Network Process (ANP) method was used to determine the most suitable pavement type for 2nd and 3rd class roads. The decision-making process was modeled considering the interdependencies among criteria, and pairwise comparisons based on expert opinions were analyzed using the Super Decisions software.The evaluation included four pavement alternatives and various technical, economic, environmental, and maintenance-related criteria. According to the analysis results, the concrete pavement alternative achieved the highest priority value with 37.049%. Concrete pavement was identified as the most suitable alternative due to its long service life, high durability, and low maintenance requirements. Precast and prefabricated pavements ranked second, followed by bituminous hot mix pavements and surface-treated pavements.The findings demonstrate that pavement type selection should consider not only cost but also long-term performance, sustainability, and maintenance requirements. The proposed ANP-based model provides a systematic and practical evaluation framework for decision makers.
