THE IMPACT OF PUBLIC GOVERNANCE INSTITUTIONAL QUALITY ON THE ATTRACTION OF RESOURCES FOR REGIONAL DEVELOPMENT IN VIET NAM IN THE CURRENT PERIOD
ABSTRACT: The paper analyses the impact of public governance institutional quality on the ability to attract development resources among Vietnamese regions and provinces. Development resources consist of foreign direct investment (FDI), domestic private capital, high-quality human resources, and technological and innovative resources. To examine these relationships, the study employs a qualitative secondary-data and policy-analytical approach based on secondary data and policy analysis was conducted using the evidence gathered from Provincial Competitiveness Index (PCI), Provincial Governance and Public Administration Performance Index (PAPI), World Bank and OECD reports and other relevant documents. The conclusions were drawn based on the evidence that good governance increases attractiveness through transaction costs and uncertainty reduction, builds up investor’s confidence, improves public services, provides for effective coordination of infrastructure and encourages innovation ecosystem development. Predictable regulatory environment, transparency, administrative efficiency and land access are crucial for investment; while quality of public services, e-government, skills development and interprovincial coordination are important for human and innovation resources.
