The Fourth Turning of the Wheel of Dharma: A Call, Not a Canonical Claim. Toward a Buddhist Phenomenology of Technology
English. This article revises the concept of the "Fourth Turning of the Wheel of Dharma", introduced by the author in an earlier version (March 2026), as a philosophical investigation of how the mind operates in technically mediated environments, and explicitly lowers the status of the claim: from a possible historical fourth turning to a figure of reading and a call to doctrinal work, with no pretension to canonical recognition. It is argued that the traditional Three Turnings are themselves a hermeneutic scheme formulated by the Saṃdhinirmocana Sūtra and not a neutral chronicle, and that the First Turning is not synonymous with Theravāda. The article introduces and carefully delimits the central thesis that contemporary artificial intelligence systems occupy, in the constitution of appearing, the structural function that Yogācāra attributes to vāsanā (the store of dispositions that inclines perception before any deliberation), supporting this identification with four testable marks and submitting it to five objections, the most productive of which reveals that the contemporary store is heteronomous, opaque in the current state of interpretability, and proprietary, three qualifications relevant to the history of this analysis. The article expressly rejects the image of a "collective ālaya vijñāna" as a doctrinally incorrect, phenomenologically reifying and politically evasive category, proposing in its place the category of "structured intersubjective medium", anchored in the answer Vasubandhu gave, in the Viṃśatikā, to the classical objection concerning shared experience. In this analysis, no artificial consciousness, machine karma or demonstrated ontological change of the human mind is asserted, without this constituting a judgment on the machine's experience in other terms; intention (cetanā) and human endorsement remain, in the argument upheld here, the exclusive locus in which the moral act occurs. The article concludes with a proposal for a "transhumanism of restraint" and a defense of functional, rather than archaeological, fidelity to the Dharma, situating the Fourth Turning as a call for interdisciplinary research, and not as a closed historiographical thesis.
