USE OF ARTIFICIAL INTELLIGENCE IN PUBLIC HUMAN RESOURCES MANAGEMENT
Public institutions and organizations must employ, motivate, and develop a competent workforce in order to achieve important public objectives, create public value, and provide citizens with the highest quality public services possible. In this context, the use of merit-based human resources management practices and the pursuit of continuous improvement efforts are of great importance. In today’s world, where technological developments are advancing at a tremendous pace, dissatisfaction with public human resources (personnel) management is well known, and international efforts are being made to address this dissatisfaction. For example, in this context, it is seen that the International Public Management Association for Human Resources (IPMA-HR) has developed a series of strategies to transform public human resources systems from being merely operational to having a transformative quality. Among these strategies, the central role of technology in public human resources management is particularly emphasized. Within this scope, the study conducted a comprehensive literature review, examined the potential applications of AI-supported applications in the field of public personnel management, analyzed the positive and negative aspects of such applications, and made recommendations.
