Artificial Intelligence and Strategic Workforce Planning in Engineering Organizations: A Workforce Intelligence Framework
This working paper develops a conceptual framework for understanding how artificial intelligence can support strategic workforce planning in engineering and technology-driven organizations. The paper introduces the concept of Workforce Intelligence as a socio-technical capability that integrates workforce and business data, AI-enabled analytics, scenario planning, decision augmentation, human judgment, and continuous adaptation. The paper argues that AI can strengthen workforce planning by improving forecasting, skill-gap analysis, resource optimization, and workforce resilience. However, it also emphasizes that the value of AI-enabled workforce planning depends on leadership capability, ethical data use, organizational context, and human interpretation. This work is intended as a conceptual contribution to the areas of strategic workforce planning, human capital analytics, technology management, and AI-enabled organizational decision-making. It may be useful for researchers, HR leaders, workforce planning professionals, and engineering organizations exploring the application of AI in talent strategy and capability planning.
