Sovereign Intelligence: Artificial Superintelligence and the Next Architecture of National Power

Artificial intelligence is entering national-security institutions as a collection aid, analytic assistant, cybersecurity tool, and command-support capability. These uses matter, but they do not yet constitute a coherent architecture of national cognition. This paper proposes Sovereign Intelligence: the state-controlled, legally bounded integration of trusted data, sensors, compute, models, agents, human expertise, institutional authority, and decision responsibility. Its strategic purpose is Anticipatory Decision Superiority—the ability to identify, test, and lawfully act on emerging futures faster than adversaries can understand or shape them. The paper distinguishes four stages: AI-augmented agencies; a federated agentic intelligence enterprise; predictive national intelligence; and a hypothetical superintelligence-assisted state. It proposes a nine-layer Sovereign Intelligence Stack, redesigns the linear intelligence cycle as a continuous multi-agent loop, assigns complementary roles across the Intelligence Community, and examines implications for signals intelligence, geospatial intelligence, open-source intelligence, strategic warning, autonomous systems, cyber defense, logistics, and decision support. It also identifies the central failure modes: corrupted data, model compromise, synthetic deception, automation bias, recursive institutional error, concentration of private power, escalation acceleration, and unconstitutional surveillance. The paper’s central judgment is that a nation should seek machine-scale cognition without surrendering sovereign human authority. A system that cannot show its evidence, expose its uncertainty, survive adversarial testing, respect legal boundaries, and accept human refusal is not sovereign intelligence. It is sovereign vulnerability.
