This technical case report documents the behavior of one fixed private decision-support implementation under a frozen historical tornado transfer corpus. Before Alabama acquisition and replay, an internal execution contract fixed the candidate implementation identity and a ten-context candidate set. Replay was held until each context satisfied explicit corpus-admission requirements for exact contemporaneous warning custody, direct event/spatial identity, defensible evidence-availability time, required outlook custody, and separation of later outcomes from decision-time evidence.All ten frozen candidates were admitted. The unchanged implementation then produced an author-held replay receipt covering 40 historical decision snapshots. That receipt recorded zero instances of backward evidence leakage under its snapshot audit and kept all later outcome comparators outside reconstructed decision state. This zero is treated as an observational replay-audit result, not as an Alabama seeded-leakage challenge; the deliberate late-evidence challenge in this program occurred in the Gordo/Pickens reference replay.The contribution is not a new historical-replay method, temporal-leakage detector, tornado-warning algorithm, or action-gating architecture. It is an author-held, bounded cross-context case showing a fixed implementation operating on a separately frozen tornado corpus while later outcome knowledge remained outside reconstructed decision state and reference-event local assumptions were explicitly denied universal transfer. © 2026 Logan Davis
