Metadata governance for research infrastructure recovery: a Ukrainian case study
This poster presents the policy-document analysis stage of the project “Metadata Mapping for Scientific Instruments in Ukraine”, which investigates how scientific equipment can be represented through FAIR, interoperable and recovery-oriented metadata in the Ukrainian Research Information System (URIS). The analysis used 32 core policy documents and 1,677 normalised-text evidence units to examine how scientific equipment is represented in policy discourse, identify metadata-governance gaps relevant to research-infrastructure recovery, and translate the findings into candidate metadata requirements. The results show that scientific equipment is visible in policy documents, while instrument-level metadata remain comparatively weakly operationalised. Metadata-related problems occur within a broader governance environment involving funding, documentation, coordination, access and responsibility. The analysis therefore supports a lifecycle-aware instrument record that distinguishes identity, physical condition, operability, location, access, responsibility, lifecycle and funding, provenance, and interoperability.
