Digital Financial Fraud in India: An Analysis of Emerging Trends, Cyber Risks and Regulatory Responses

Abstract India’s financial sector has undergone rapid digital transformation through the widespread adoption of mobile banking, internet banking, Unified Payments Interface (UPI), QR-code payments, digital wallets and fintech platforms. While digitalisation has enhanced transaction efficiency, convenience and financial inclusion, it has also increased exposure to technology-enabled financial fraud. Phishing, vishing, identity theft, malicious applications, remote-access attacks, fraudulent investment schemes, unauthorised transactions and social engineering have emerged as significant components of the digital financial fraud ecosystem. This study examines emerging trends in digital financial fraud, associated cybersecurity and behavioural risks, consumer vulnerability and regulatory responses in India. The study adopts a secondary-data and analytical research design using Reserve Bank of India (RBI) Annual Reports, RBI publications, regulatory directions, government legislation and recent peer-reviewed research. Descriptive trend analysis and thematic analysis are employed to interpret quantitative and qualitative evidence. Findings indicate that digital-payment-related frauds constitute a substantial proportion of reported banking frauds by number, while fraud frequency and financial value display different patterns. Vishing, phishing, collect-request misuse and remote-access techniques represent important fraud vectors. The study conceptualises digital financial fraud as a socio-technical risk involving technology, consumer behaviour, financial literacy, trust, governance and regulation. It proposes a consumer-resilience framework integrating cybersecurity safeguards, behavioural interventions, institutional accountability, real-time detection, grievance redressal and adaptive regulation.
