Total Peace and the Evolution of Conflict in Colombia’s Periphery

Gustavo Petro's “Total Peace” was undoubtedly ambitious in scope and was intended to produce more stable and permanently peaceful conditions, particularly in historically affected peripheral regions. Nevertheless, the number of armed non-state actors (ANSAs) has increased, as has their territorial reach and military capacity. Meanwhile, humanitarian crises have intensified in several regions, highlighting the government's limited ability to contain escalating violence. This chapter will give an overview of the evolutions in the security panorama in one important (but peripheral) region of the country; El Caribé. The analysis proceeds along two complementary dimensions. First, it examines the political-institutional architecture of Total Peace, focusing on the government’s negotiation strategy, the functioning of dialogue tables, and the roles played by the High Commissioner for Peace, the official negotiation delegations, and the designated Peace Managers. Second, the paper analyses conflict dynamics through aggregate conflict data, tracing transformations in the structure, territorial consolidation, political relations, and economic bases of ANSAs. The findings reveal a general trend toward greater fragmentation and criminalization of armed groups, coupled with localized territorial control and inclusion in functional governance. La «Paz Total» de Gustavo Petro fue, sin duda, ambiciosa en su alcance y buscaba generar condiciones de paz más estables y duraderas, especialmente en regiones periféricas históricamente afectadas. No obstante, el número de actores armados no estatales (AANE) ha aumentado, al igual que su alcance territorial y su capacidad militar. Paralelamente, las crisis humanitarias se han agudizado en diversas regiones, evidenciando la limitada capacidad del gobierno para contener la escalada de violencia. Este capítulo ofrece una visión general de la evolución del panorama de seguridad en una región importante (aunque periférica) del país: el Caribe. El análisis se desarrolla en torno a dos dimensiones complementarias. En primer lugar, examina la arquitectura político-institucional de la Paz Total, centrándose en la estrategia de negociación del gobierno, el funcionamiento de las mesas de diálogo y los roles desempeñados por el Alto Comisionado para la Paz, las delegaciones oficiales de negociación y los gestores de paz designados. En segundo lugar, el trabajo analiza las dinámicas del conflicto a partir de datos agregados, rastreando las transformaciones en la estructura, la consolidación territorial, las relaciones políticas y las bases económicas de los AANE. Los hallazgos revelan una tendencia general hacia una mayor fragmentación y criminalización de los grupos armados, acompañada de un control territorial localizado y su inserción en formas de gobernanza funcional.
