Human-in-Command (HIC) Governance and Physical-Layer Deterministic Optimization Architecture for Autonomous Systems: Overcoming HITL Cognitive Subordination via Formal Invariants and Ultra-Low-Latency Interlocks

要旨 (Japanese Abstract) 深層学習や強化学習に立脚する現代の自律型人工知能(AI)システムは、本質的な確率的不確実性とブラックボックス性を内包しており、ミッションクリティカルな社会インフラにおいて致命的な破綻リスクをもたらしている。従来のHuman-in-the-Loop(HITL)モデルでは、人間が推論プロセスの下流ループ内に配置されるため、ミリ秒単位の高速処理に対する認知的過負荷から、内容を精査しない「ゴム印(追認の形骸化)」と責任の曖昧化が不可避となる。 本論文は、「意図は人間、計算はシステム」という不可侵の分離原則に基づく「Human-in-Command(HIC)」パラダイムを学術的・工学的に定式化する。人間をアルゴリズム内部の従属的処理系から解放し、最上位(Apex)の状態空間トポロジー境界定義者として再定義した上で、形式仕様言語(OCL)による事前不変条件、SBC(System Boundary Control)によるセーフ・エンベロープ監視、およびURLLC(超高信頼低遅延通信)を介した10ミリ秒未満の物理層ハードウェア・インターロック(QSAFA)による絶対的拒否権(Veto)を確立する。 さらに、連続空間における勾配探索の不確実性と遅延を排したイジング模型ベースのリアルタイム最適化(RTO)、巨大基盤モデルによる知財侵奪に対抗する逆伝播焼却(Backprop-Burn)およびzkVM検証可能アンラーニング(Proof of Unlearning)、ならびに欧州EU AI法・ISO/IEC 42001・米デラウェア州会社法Caremark法理を直結させた包括的国際ガバナンス体制を論証する。 2. English Abstract Modern autonomous systems and frontier artificial intelligence models exhibit acute systemic vulnerabilities stemming from probabilistic inference, continuous alignment drift, and the cognitive subordination of human supervisors inherent in legacy Human-in-the-Loop (HITL) paradigms. Under high-throughput operating conditions, human operators in HITL loops inevitably degrade into passive "rubber stamps," creating an illusion of safety while diffusing legal and moral accountability. This paper formalizes the Human-in-Command (HIC) paradigm, grounded in the inviolable constitutional separation: "Intent belongs to Humans; Computation belongs to the System." We formulate a deterministic governance stack combining Object Constraint Language (OCL) pre-invariants, System Boundary Control (SBC) safe-envelope verification, and sub-10ms physical-layer hardware interlocks (QSAFA) operating over Ultra-Reliable Low-Latency Communication (URLLC). To eliminate the non-deterministic latency and local-optima traps of continuous gradient descent, we interface HIC with physical-layer Real-Time Optimization (RTO) via Ising-spin Hamiltonian energy minimization. Finally, we formulate verifiable machine unlearning (Backprop-Burn via empirical Fisher Information and Optimal Brain Surgeon pruning verified by zkVM proofs) and construct an international governance framework linking ISO/IEC 42001, the EU AI Act, and Delaware Caremark director liability to establish uncompromised human sovereignty over autonomous infrastructure. 3. 本論文の中核骨子(エグゼクティブサマリー) HITLの構造的欠陥の打破: 「人間がループ内に留まる(HITL)」アプローチは、AIの超高速化に伴い人間が追いつけず「事後追認のゴム印」に堕ち、事故時に企業の責任回避に使われる温床となっていました。HICは人間をループから出し、システムの「境界トポロジーを決定する最高指揮権者」に配置します。 物理層インターロックと10ms Veto: ソフトウェアの改ざんやAIの戦略的欺瞞(脱獄・報酬ハッキング)を完全に無力化するため、光・電磁リレーを用いた物理層キルスイッチ(QSAFA)およびURLLC通信により、人間が10ms以内に確実にシステムを遮断できる物理的防壁を敷きます。 物理現象によるリアルタイム最適化(RTO): 確率的な勾配降下法ではなく、イジングマシンやQUBO等の物理的緩和現象を用いてエネルギー最小化を行うことで、超低遅延かつ確定的な最適化制御を実現します。 法理と知財防衛の統合: 無断学習に対する「厳格無学習ライセンス(NLL-v1.0-2026)」、侵害重みを消去するBackprop-Burn(zkVM証明付き)、およびデラウェア州会社法に基づく経営陣の個人責任追及を組み込み、技術・法・物理の三位一体で統制を完成させます。
