The Vector-Constraint Index: A deterministic test of whether a problem is actually being solved
An open diagnostic specification for testing whether a claim that a problem is being solved is a genuine attempt. It defines problem, solution, claim types, and vectors; classifies problems into Terminal, Finite, Inflow, and Adaptive lanes (the Delgado Vector Law); and routes any claim through six kill forks and a scored gauntlet to a deterministic verdict. Includes a validation run against historical eradication programmes, a self-audit, known objections, and a changelog.
