Economic Consequences of State Regulation of E‑commerce in Russia

The rapid growth of e-commerce in Russia and the adoption of the Federal Law «On Certain Issues of Regulation of the Platform Economy in the Russian Federation» in 2025 necessitate an assessment of the economic consequences of state regulation in this segment. The purpose of this study is to evaluate such consequences. The results show that regulation simultaneously reduces transaction uncertainty in the digital environment and increases market participants’ compliance costs. Positive effects are identified: reduction of market risks, increase in consumer trust, and streamlining of logistics. Cost effects are revealed: platforms’ expenditure on control and procedures, sellers’ costs for labeling and documentation, and possible increase in final product prices for consumers. The scientific novelty lies in substantiating the assessment of e-commerce regulation as maintaining a balance between risk reduction and the increase in transaction costs. An economic matrix of consequences for five groups of market participants is proposed.
