The importance of the genesis of Soviet economic thought for the implementation of modern megaprojects
Based on the analysis of the stages of the genesis of Soviet economic thought, which influenced the formation of a basic approach for the implementation of modern megaprojects, the article concludes that economic thought in the implementation of large-scale investment projects of the Soviet period was determined by political will, laws that collectively set the parameters of the financial system of the state. The episodic endowment of the USSR's distributive financial system with capitalist features was comparable to receiving an ideologically alien injection impulse to the body, had a stimulating economic effect in the short term, and for political reasons did not last long. The fading fluctuations in business activity in the late 80s of the 20th century brought the financial system of the USSR into a state of imminent dismantling, as a result of Gaidar's reforms. The introduction of a structured form of capital against the background of the launch of the processes of its initial accumulation coincided with the structural crisis of the global capitalist system, made it impossible for the isolated development of the Russian financial system of an extensive type. The Soviet era, dominated by an ideological position on a wide range of issues related to the fundamental foundations of the functioning of the organizational and economic mechanism of the national economy, showed its interval consistency. During his time in action, contradictions that had not been resolved in a tolerant manner accumulated, which led to the formation of a new economic order in modern Russia. The resolution of systemic contradictions after thirty years has influenced the use of the project approach in economics. The emergence of program budgets, the implementation of priority investment projects, and government support for the creation of special economic zones are only a small fraction of the promising areas and areas of application of the project approach. Its implementation is impossible without forecasting in the management of the national economy, it is closely related to the use of supra-professional knowledge in the development of business plans for real investment projects. Mathematical research laid the primary foundation for the development of forecasting in the Soviet period and its application in the implementation of megaprojects.
