This paper provides an exhaustive quantitative risk assessment of the vulnerability of public-key blockchain networks (specifically Bitcoin Core's secp256k1 ECDSA and Schnorr signature schemes) to Shor's polynomial-time discrete logarithm algorithm. We formulate an empirical cryptanalysis timeline forecasting operational private key derivation capabilities emerging between September and November 2026 under a 4,096-logical-qubit regime. Forensic on-chain analysis reveals that approximately 3.2 to 4.5 million BTC (representing $320B–$450B in circulating market capitalization, including ~1.1 million early "Patoshi" coins and tens of millions of reused P2PKH addresses) reside in outputs where raw public keys are permanently exposed on-chain. Under the "Harvest Now, Decrypt Later" (HNDL) paradigm, these UTXOs are already compromised, susceptible to automated mempool front-running once quantum key extraction latency drops below the ~10-minute block interval. We analyze the severe engineering trade-offs of migrating to NIST-standardized Post-Quantum Cryptography (FIPS 204 ML-DSA), where signature size inflation (from 64 bytes to 2.4–4.5 KB) collapses block transaction throughput by ~85% under legacy block size limits. Finally, we formulate the existential "Hard-Fork Burn Dilemma": protecting network integrity necessitates a non-retroactive hard fork that forcibly freezes or burns unmigrated quantum-vulnerable UTXOs, directly contradicting Bitcoin's foundational ethos of immutable property rights.
