Steps towards a digital sovereignty

This presentation summarizes the current state of digital sovereignty in German public research. Beginning with the strategic goals, it first analyzes the situation at the Helmholtz-Zentrum Dresden-Rossendorf. The application landscape has been gradually transitioned to open-source-based solutions that are either self-hosted or operated in collaboration with other research institutions. The impact on licensing costs is illustrated with examples, as are licensing models for large AI models. The presentation then analyzes the situation in research in Germany and Europe and describes key service providers for research. Using the HIFIS platform - Helmholtz Federated IT Services - as an example, it demonstrates sovereign digital services for research. Finally, the key takeaways are summarized.
