Role of Sahakar Sarathi in Strengthening Digitalization of Rural Cooperative Banks
Even though rural cooperative banks are the institutional foot soldiers of the agricultural credit system in India, they have lagged behind the commercial banks in the use of technology and hence subjected to competitive erosion, operational inefficiencies and increasing cyber risk. To provide common core banking solutions, digital payment options, cybersecurity and IT governance support, and capacity building to the sector, in July of 2025, the Government of India through NABARD, the National Cooperative Development Corporation and the participating rural cooperative banks created the shared service entity known as Sahakar Sarathi Private Limited. This paper explores the potential of this institutional innovation to enhance the digitalization of rural cooperative banks and at what level. The study is a descriptive-cum-analytical type of study, which relies entirely on secondary data collected from the Reserve Bank of India, NABARD, the Ministry of Cooperation, National Payments Corporation of India and World Bank during the study period (2018-19 to 2025-26) and analyzed through percentage, growth-rate, trend and comparative techniques. The digital deficit in the sector is not attitudinal but structural, with the Unified Payments Interface alone handling 24162 crore transactions in 2025-26, which are very large in absolute numbers. The shared-cost architecture of Sahakar Sarathi directly targets this scale problem and operational feasibility is validated by the early deployment of payment and e-KYC services using Aadhaar. This is due to the limited availability of outcome information and the voluntary nature of participation, however, the paper concludes that the initiative's developmental promise is not guaranteed.
