Gender budgeting for adult education: Evidence and indicators

IMPACTThis article provides a transferable approach for public sector bodies and other organizations with a public interest mandate to strengthen gender budgeting beyond simple women–men comparisons. By utilizing data that municipalities often already collect—provided it is sex-disaggregated and linked to local areas—the study demonstrates the relevance of intersectional gender budgeting for participation and access. To identify spatial disparities and support place-sensitive steering, the article proposes a comprehensive monitoring framework with budget-relevant indicators applicable to other public services such as libraries, sports facilities, and integration services. Ultimately, this framework shifts municipal budgeting from a place-blind, one-size-fits-all distribution to an equity-driven mechanism that channels public resources exactly where socio-demographic barriers impede access. Consequently, these insights are highly relevant for municipal treasurers, budget and management accounting staff, performance controllers, auditors, and service managers alike.
