WQI-TG-001 — Methodology for Real-World WiFi Quality Assessment establishes a structured, evidence-based methodology for assessing WiFi Quality in real-world operational environments. The Technical Guide defines WiFi Quality as an assessed characteristic of the service delivered to users under representative operating conditions, rather than as the result of any single measurement or performance metric. It introduces a methodological framework built around Assessment Scope, Declared Service Areas, Site Areas, Representative Test Locations, Representative Consumer Devices, Assessment Evidence, Evidence Integrity, Evidence Correlation and Observed Network Reality. The methodology addresses the complete assessment lifecycle, from planning and representative sampling through measurement, evidence qualification and correlation, Assessment Findings, WiFi Quality Score, Review, and the relationship with independent auditing and certification. It also establishes principles for Assessment Validity, Measurement Validity, Endpoint Validity, Assessment Confidence, repeatability, measurement variability, uncertainty, and evidence-bounded causal interpretation. WQI-TG-001 is designed to remain technology-neutral and vendor-neutral. It does not prescribe particular hardware, software platforms, proprietary measurement tools, scoring algorithms or certification criteria. Instead, it provides a common methodological foundation intended to support consistent, transparent, repeatable and independently reviewable assessment of real-world WiFi services across different venue types and deployment environments. The Guide also situates Real-World WiFi Quality Assessment in relation to complementary disciplines and industry approaches, including RF Engineering, Professional Site Surveys, heatmaps, Internet performance measurement, network monitoring and observability, Broadband Forum TR-398/BBF.398, WAA WLAN specifications, the developing WBA Wi-Fi Design Standard, and Ookla Speedtest Certified.
