Integrated Network Model for Sports Infrastructure Management

The article treats sports infrastructure not as a collection of separate facilities, but as a governable network of spatial, social, digital, and organizational connections whose quality determines how accessible sport actually is for the general population. The approach proposed here redirects attention from the conventional tallying of facility numbers toward an assessment of how well those facilities are embedded in user flows, cross-agency coordination, digital registers, renewal mechanisms, and social outcomes. The theoretical section of the study frames sports infrastructure across three dimensions: as a component of social infrastructure, as a subject of spatial planning, and as a resource for sustainable territorial development. The methodological section is built around constructing an integral index of the formation level of an integrated network model for sports infrastructure management in the Republic of Tatarstan for 2024. The index draws on indicators of population involvement, provision of sports facilities, density of the facility network, renewal intensity, technical condition of facilities, and digital integration of management. The resulting value of 0.87 reflects a high degree of model maturity, while at the same time pointing to the need for faster infrastructure renewal and more robust digital analytics. The practical value of the research lies in the applicability of the proposed index to regional sports infrastructure monitoring, cross-territorial comparison, and the evidence-based grounding of managerial decisions.
