THE BRICS SYNTHETIC CLEARING BRIDGE (BSCB): A Multilateral Settlement, Anti-Monopoly Governance, and Sovereign Resilience Architecture.
Current mechanisms for de-dollarization and cross-border trade settlement among emerging economies face an acute trilemma: mitigating foreign exchange volatility, preventing regional currency hegemony, and safeguarding domestic monetary sovereignty. Conventional proposals for a single circulating currency undermine national central bank autonomy, while purely bilateral local-currency trading mechanisms create structural balance-of-payments imbalances and unconvertible currency surpluses. This paper presents the BRICS Synthetic Clearing Bridge (BSCB), a multilateral, non-circulating digital clearing architecture. The framework combines: 1. A dimensionally normalized, dual-anchor synthetic unit of account (V) backed by physical commodities and a weighted sovereign currency basket. 2. A 3-tier Electoral College governance model featuring strict anti-monopoly caps and paid-in fund multiplier incentives. 3. A multi-tranche sovereign wealth and liquidity pool funded by baseline member deposits, a periodic 20% recapitalization rule, compound portfolio reinvestment, and a 0.25% clearing levy. 4. An idiosyncratic emergency protocol featuring a targeted 30-day pre-crisis price freeze rule on relief commodities. 5. An automated Trade-Recovery Conduit to settle structural synthetic debits via consignment export arbitrage, backed by post-sunset sovereign rollover rights. 6. Institutional oversight via the Macroeconomic Advisory & Audit Panel (MAAP) and the standing Joint Disaster Response Force (JDRF).
