This work introduces Bajev, which brings the same discipline to decision-making: one Boolean agent for each decision, with a declared threshold, the evidence used, and a traceable rule. Decisions are isolated by default and reconciled only through explicit constraints; conflicts are quarantined as U and logged, never mediated. Kleene’s three-valued logic (T/F/U) makes uncertainty a first-class citizen: gray zones around thresholds produce U instead of conjectures. The formal layer requires explicit assumptions: missing assumptions or out-of-domain cases yield U, never F. We present the architecture, the complete test suite (105 tests), a formal corpus of 100 mathematics and statistics records evaluated for entailment (with zero false certainty), and six engineering defects that were identified and corrected through regression testing
