Survey identifies telecom fee as key vehicle in crisis care

State enactment of a dedicated fee on cellphone bills is proving to offer a sound strategy for supporting increased investment in suicide prevention and mental health crisis services, a newly published analysis of state budgets suggests. The study of adopted budgets in every state found that average per capita allocations for these services were twice as high in the minority of states that have instituted a 988 telecom fee for this purpose.
