Obligations of Isr. in Relation to the Presence and Activities of the U.N., and Other Int’l Orgs. and Third States in and in Relation to the Occupied Palestinian Territory (Advisory Opinion) (I.C.J.)

Abstract On October 22, 2025, the International Court of Justice (ICJ) issued an Advisory Opinion on Obligations of Israel in Relation to the Presence and Activities of the United Nations, and Other International Organizations and Third States in and in Relation to the Occupied Palestinian Territory. 1 It is the ICJ’s third Opinion dealing with the Occupied Palestinian Territory (OPT). 2 The Court found, either unanimously or by a 10:1 majority, that Israel, as an occupying power, is required to fulfil its obligations principally relating to humanitarian relief under international humanitarian law and international human rights law with respect to the activities of the United Nations (UN), other international organizations or third states in and in relation to the OPT. The ICJ also found that Israel is obligated to cooperate in good faith with the UN by providing every assistance in any action it takes, and to ensure full respect for the privileges and immunities accorded to the UN, its premises, property, assets, and personnel.
