The Chavista Tech Market Paradox: Lessons from Israeli Tech Engagement under Venezuela’s ‘Socialism of the 21st Century’ (1999–2013)
The rise of Chavismo in Venezuela coincided with the global expansion of private technology as a driver of economic growth. This article examines how Israeli tech firms interacted with the Bolivarian model, revealing that Venezuela’s “Socialism of the 21st Century” operated through, and in support of, the global private technology sector. The Venezuelan case shows how state-led projects of inclusion and venture-financed firms co-produced new technological markets, turning social policies into mechanisms of market creation. Situated within Latin America’s post-neoliberal turn, the study redefines the political impact of technology beyond its use, emphasizing its role in shaping governance and development. El ascenso del chavismo en Venezuela coincidió con la expansión global de la tecnología privada como motor del crecimiento económico. Este artículo examina la manera en que las empresas tecnológicas israelíes interactuaron con el modelo bolivariano, revelando que el “socialismo del siglo XXI” en Venezuela operó a través del sector tecnológico privado global y en respaldo de este. El caso venezolano muestra cómo los proyectos estatales de inclusión y las empresas tecnológicas financiadas con capital de riesgo coprodujeron nuevos mercados tecnológicos, transformando las políticas sociales en mecanismos de creación de mercados. Situado en el contexto del giro posneoliberal de América Latina, el estudio redefine el impacto político de la tecnología más allá de sus usos instrumentales, al destacar su papel en la configuración de las formas de gobernanza y de las estrategias de desarrollo.
