Taxonomy of governance frameworks in Europe, learnings from the St- Vincent-de-Paul project and consolidated recommendations for the P2GreeN governance framework (D4.1)

The Deliverable “D 4.1: Taxonomy of governance frameworks in Europe, learnings fromthe St-Vincent-de-Paul project and consolidated recommendations for the P2GreeNgovernance framework” is the first of two deliverables produced in the frame of Task 4.1:Review and benchmark of existing governance frameworks in Europe. Task 4.1 is part ofWork Package 4, ‘Building the governance framework’.Deliverable D4.1 is divided into two different but complementary parts.Part A “Study and provisional recommendations from the case of Saint-Vincent-de-Paul(Paris, France)” is an analysis of the Saint-Vincent-de-Paul project in Paris.The City of Paris approved an innovative project in 2020 to implement a separate urinemanagement system in the future Saint-Vincent-de-Paul district, scheduled forcompletion in 2027. This project, featuring 600 housing units and various amenities, isground-breaking in the Île-de-France region and France, representing a unique initiativein large urban centers in Europe. Urine collected from the district will be processed onsiteinto fertilizer for use in Parisian plantations. The governance of this project isnoteworthy, with the City of Paris taking the lead while collaborating with numerous publicand private stakeholders across different phases of the project (design, construction,operation).Part A contains an analysis of the decision-making process and stakeholder dynamicsduring the project's design phase (2018-2020) and the early stages of its constructionphase (2021-2024) at Saint-Vincent-de-Paul. Drawing from this analysis, the report offersgovernance recommendations and identifies barriers and drivers to promote the successof similar projects across Europe.Part B contains the “Analysis and provisional recommendations of case studies” which isthe first part of a benchmark of governance frameworks adopted in existing Europeanprojects related to circular N & P solutions.The analysis of the projects sets the base to develop actionable governancerecommendations in the upcoming deliverables. In deliverable D4.1 the focus is on theidentification and first analysis of a total of 8 projects. A first broad search for projectsresulted in a list of 55 projects that were examined with the focus to identify practical, andif possible mature examples of projects. This resulted in the choice of the 8 presentedprojects, additionally 3 further projects are on a shortlist and will be analyzed in the nextdeliverable.As P2GreeN lies in between different policy fields and competences: wastewatermanagement, spatial planning and construction, agriculture, green spaces management,it also cuts across jurisdiction as well as fostering rural-urban linkages. For this reason, itis not possible to find relevant examples in the sense of a one-size-fits-all approach. Therefore, the deliverable Part B rather aims at identifying examples that reflect the diversity of situations and governance arrangements in P2GreeN’s work on circular N &P solutions.Where possible the analysis of the cases also considers different phases of projects, andthat the actors involved and the governance structures of projects also change accordingto the phase of a project (strong political involvement in early phases, and thenpractitioners).After the analysis of each case, a first version of a taxonomy of governance frameworksand policy instruments from the cases is presented.The next deliverable D4.2 will again have two parts. Part A on the Paris Saint-Vincentde-Paul project shall contain a continuation of the project in its later stages ofdevelopment. Part B will deepen the analysis of the presented cases and the taxonomy,and provide structured learnings and recommendations. If necessary additional cases willbe analyzed.
