A New Model of Russian Economic Development: From Resource Dependence to Technological Sovereignty in Healthcare

The article is devoted to the analysis of the transition of the Russian economy from a resource-dependent model to technological sovereignty on the example of the healthcare sector. In the context of geopolitical tensions and sanctions pressure, the healthcare industry has become a testing ground for new industrial strategies. Based on the analysis of strategic documents, statistical data and scientific publications of 2023-2026, institutional mechanisms, quantitative indicators and structural limitations of import substitution in the pharmaceutical and medical industries are considered. Particular attention is paid to the dilemma between quantitative growth and qualitative competitiveness, raw material dependence in the production of finished products, as well as the role of digital transformation and artificial intelligence in the formation of a new healthcare model. It is concluded that technological sovereignty is not an isolationist project, but a strategy of integration into the rebuilding global value chains on new terms.
