Omega-SUR v2.0: An Auditable Overlay for Regional Electricity Exchange between Uruguay, Brazil and Argentina

Ω-SUR v2.0 is an audited redesign of a 2026 blueprint for making cross-border electricity exchange between Uruguay, Brazil and Argentina more transparent and resilient to failure, without replacing any existing market operator or regulator. The original design (v1.0, internal, February 2026) proposed a new tripartite system with its own governing board, clearing function and escrow arrangement. This version was checked claim by claim against primary sources as of 24 September 2026 — decrees, ministerial portarias, operator open data and official gazettes — under a rule that no figure is treated as verified until traced to its origin, however often it is repeated. The audit found that the interconnection capacity, institutional roles, drought index and return-on-investment claims in v1.0 did not match the current record, and that a three-way exchange the design treated as hypothetical already occurs in practice. Ω-SUR v2.0 therefore redefines the design as a technical overlay on instruments that already exist: the ADME–ONS operating regulation, Brazil's trader-authorization regime, and Argentina's 2025 market normalization. It adds a symmetric hydrological stress index (covering both scarcity and surplus, not only drought), a dimensionally correct dispatch-check rule, a verifiable append-only transparency log signed by the participating operators (Certificate Transparency / RFC 9162 style, no blockchain), failure classes mapped to established European-style grid operating states, and a phased, reversible activation gated by explicit go/no-go and kill conditions. Every claim is tagged by evidentiary tier — primary source, secondary source, inference, design hypothesis, or confirmed gap — and a full claim-by-claim audit of the 2026 design is included as an annex. Items that could not be verified are listed as open information requests, each with the institution able to resolve it. This is a conceptual, independent research design. It is not a proposal made, reviewed or endorsed by ADME, UTE, ONS, CCEE, ANEEL, CAMMESA, CTM Salto Grande, MME, MIEM, CAF or any other institution named in it. Drafting was assisted by AI systems (Claude, Anthropic); all factual claims were audited by the author against the primary sources listed in the document, who is responsible for its content.
